Phase out all American software, or this is essentially pointless.
No, phase out all nonfree software. With FOSS it doesn’t matter who in what country developed it because the user controls it anyway.
Isn’t it a good start in any case? I would not say that it is pointless to start with this.
Phasing out Windows would rule out most American non-cloud software anyway.
