It makes sense: play dirty because your aims are underhanded and illegal, and your opposition is both outraged and busy attacking the wrong thing. Every time we all get in a fit about how stupid this sounds, which takes up valuable space and time from doing anything useful.
Edit: it’s like a misbehaving kid that knows if he keeps telling the right kind of lie he can get away with just about anything.
