I guess that Napoli want to keep him for the future. I’m sure that Victor still wants to play for the club. This is just papertalk as I guess football journalist still need to work. However, if any club still are interested in him, they are happy to sell him at their valuation.

Reading your post I can see why Bayern are having a problem with replacing Lewandowski. Without taking a gamble in the market for a top tier striker, I feel that they will struggle without a proven goalscorer.
When they had the chance, they should’ve gone for Haaland. Back to the question, they should put in a serious bid for Harry Kane
