They had a reputation of saving money whenever they possibly could, which is why not just animation is re-used constantly in TAS to a ridiculous degree, but animations of characters are regularly just slightly changed to turn them into “new” characters. Someone else shared a meme this morning with the “transporter chief” that was basically Scotty except they replaced the hair and gave him a giant ridiculous mustache.
TAS’ advantage over other Filmation shows was having a handful of TOS actors and TOS writers working on it. The rest of them? The voices and the writing are pretty much all terrible.
Most of the TOS cast was on board, I think only Walter Koenig didn’t participate. As for other voices, most of those were done by TOS castmembers with James Doohan in particular having several non-Scotty roles.
