Also most of these cables are very deep in the ocean and relatively small and very hard to find and where they are not deep (at the ends) there is heavy monitoring. Furthermore the locations of these cables are not publicly available. Finding them without the location data is like trying to find a specific grain of sand on a beach, its possible, but not very likely at best.
I don’t think they have the actual info about the location of the cables, and even if, as said they are very hard to reach and heavily armored against threats. Its also a article 5 reason if they attack them.
And yes Russia uses the internet itself as weapon, wich is way more useful to them in a realistic sense than invoking a article 5 against them.

Given Russia’s massive hard-on for spy activities, there is a near 100% chance they have mapped it out completely.
It still doesn’t matter, as the internet is Russia’s best weapon by far. They’re not going to change that anytime soon.
