The bridge is like a stroad. Bicycles are making sudden moves to avoid collisions with groups of pedestrians. Bicycles cant travel efficiently and tourists can’t enjoy views in piece.

Like a stroad: Designed for two incompatible uses, failing at both.
Wouldn’t the solution if you want a view be to have a larger area at the middle, with side portions you wouldn’t walk to if you’re simply trying to get over?
If it’s a road, it’s not a tourist stop - the word stop being very operative there.
