Federated. Each server hosting its own instance has a different limit. I’d presume the instance mods would stop allowing new members if their servers got overstrained.

Yes you should be able to comment on any community no matter where your “home” is (as long as that community/instance doesn’t have any special rules)

Yeah, it means we can have a secret conversation about how much @setsneedtofeed@beehaw.org SUCKS (jk), and they won’t ever know, but non-beehaw users will be able to see our talk.
