Obi-wan is definitely the kinda guy who hates criminals more than the systematic oppression that turns people to crime.

Obi-Wan gave up after watching his padawan kill children, moved to a backwater planet to watch over his padawan’s son, and gave his life to keep his padawan from killing his own son. I don’t think Old Ben really cared about the fascists ruling the galaxy. That’s quite a large burden to take on versus watching out for Uncle Owen’s distracted nephew at a shit hole bar.
